You can do what India does. Right now it’s 5:13pm EST. Time in India? 2:43am. Yup, they are 30 minutes offset from the rest of the world, halfway between standard and daylight saving times.
Halfway between, yes, but no 'uncertainty'. This simply will not do!
(BTW, I think the Canadian Maritime provinces do this as well).

My company is based in Hyderabad, India. That country is over three time zones wide, so they just split the difference and went with that for the entire country.
If you look at a listing of countries with different time zones, India, and couple other countries, go with that 30 minute difference. But there are a few countries that go with a 15 or a 45 minute difference, probably just to be different. Different strokes I guess.
