It's possible that the cue ball barely brushed the 9 before it hit the 8. As in, barely rocked the 9 a 64th of an inch. That would not be visible on the video. The ruling cannot be made on possibilities. There is no clear evidence of a foul.

I agree. I’ve seen carom balls touch so thin it doesn’t move but just rotates the stationary ball.
 
I suppose you could have a 1000 frame-per-second camera zoomed in in the contact points in cases like this. Shouldn't be too much trouble.
Most cell phones these days have built in super slo-mo tech. In my neck of the woods those 'monitoring shots' don't even bother looking at what's going on anymore. Just start the app and point the phone in the right direction. Review the footage and there you go. Usually even the tightest naked eye call is clearly made with this playback.
