I'm gonna say no to that. It can be done, but the end result would either have penny sized grain, or be distractingly soft. Just too little information there, even with modern technology.
 
Remaster it. Import it into Photoshop up your resolution and canvas size. Then layer on top of it and redraw the details over it on the new layer.
 
Would help to know where it came from.
For example, if its from a newspaper, there is an original somewhere.
