Help identify unknown cue with piloted joint on it?

I am curious if anyone knows who may have made the cue in the pictures?

It has a piloted joint on it, and the wood part on the outside of the pilot looks cool to me, but I do not know if it is a quality cue or not.

I am just curious if it is a piece of junk, or if it might be an adams maybe, or other cue of good quality?

Looks like a Rich cue to me but there are others here who know more than me.

Rich in NY, became Mastercraft (usually stamped on shaft) and then Viking bought out Mastercraft in the early 70's. This is information from the Hart interview for the Blue Book / Billiard Encyclopedias.

I'm not doubting what you say, but I can't find that info in my Blue Book or my Encyclopedia. The 3rd Blue Book says Rich made cues in NY till 1982 and shows cues from their 1976 catalog.
