It goes both ways, doesn't it? People will usually decry that whatever was the norm, for them, is how it should be.
Gambling and smoking are two things some pool players associate with the game, and therefore, if those aren't present then it must be the cause for a reduction in play.
For some, they don't want to smoke or gamble, and therefore for some areas, the fact those aren't present has made the game more enjoyable. For others, of course, the opposite holds true.
In terms of smoking, many establishments caught on quickly that some type of protected outdoor area handles that issue. There's really nothing them or the patrons are going to do about it, and most patrons aren't going to simply move to another location just to smoke in public. It's an issue where everybody grumbles a bit, but makes do with what they have.
