The easiest way to tell which is which is to read them.
If it reads backwards, it's a dry apply type and you would place it face down on the shaft as Dick describes.
If it is the wet type, it reads in the normal direction.
With this type, you wet the back of the paper, let it soak in for 30 sec. or so, then position it over the shaft where you'd like to place it and slide it off.
Depending on the finish you're shooting, the wet type will wrinkle.
To minimize this, start with very light mist coats and let them completely flash, 5/10 min btwn coats. Once you have a couple of light coats on you can apply your finish as normal.
I much prefer the dry-apply type. The transfer itself is only the thickness of the ink and I can usually get it out of the spray-booth with just one session. The wet type is much thicker and you're almost guaranteed at least two spray sessions.
