DO I glue the tip and pad together, then install on the cue,
OR
Do I install the pad on the cue, then the tip on the pad???

"I have a fixture/holder for installing tips,
but how to get the pad on the cue properly"
THANKS!

I've done it both ways - never noticed any difference.

first goes the pad, next the tip. Using CA, at either step I apply pressure with a sort of a centering device of my lathe. If I ever decided to glue the pad to the tip first, I wouldn't have found a good method to put same amount of pressure to the surfaces

I do the same:
-First fiber pad with CA
-Then turn this with a special tool to match the ferrule
-Then sand and install tip.

Never lost a pad but have lost break tips.

I should have mentioned,
I put the tip and pad into a small vice to clamp, or if I'm lazy I'll use the tails took to clamp the tip and pad to the shaft while drying.

I glue the pad on first. When the glue is dry, I take a light facing cut on the pad and then glue on the tip.
