Alright, Ian, the two differences between a jump and a massé shot are about how you hit the cueball. If you pinch the cueball (i.e. imagine getting a watermelon seed and squeezing it) then you're likely gonna do a massé shot. On the other hand, if you strike the cue ball rapidly with your tip, then you'll cause it to jump.

take a good look at this link.

I could be wrong, but it sounds like you are talking about scooping the cue ball by shooting the tip underneath the ball to jump it. That is not the legal way to jump. The legal way is by pounding the cue ball into the slate which makes it jump due to compression. I'm sure many people could tell you how to properly do this.

If you're implying about my post... I meant the cueball. And (thanks ledums for reminding me) I forgot to be a little specific about the jump shot. Usually, depending on how high to hit the cue ball, the angle from the butt of the cue would usually be between 33°-45° above level and aiming at the cueball. Have a throwing motion with the cue while hitting the shot at around 1-1 1/2 tips below center. It is possible: 1) to use draw with jump 2) to follow with jump and 3) to perform a massé shot by jumping. The latter of the three is usually the most difficult and performed by four trick shot artists that I know of: M. Massey, S. Pelenga, Yow, and Jamison Neu.

Believe it or not, you can actually apply either follow or draw when jumping. Using left or right English can even make the cueball Jump and then Masse as well.

I think that the World Standardized Rules say that if you hit a jump shot below the center line, it is a foul.

If you watch the Souquet video Richard references above, you will see that Ralf is clearly hitting well above the center of the ball and driving it into the surface of the table causing it to rebound and jump.
