My irish linen wrap is a couple years old and it's kind of getting rough. I understand that I probably need to replace the wrap, but there is nobody qualified in my area at this time. What can I do to try and make it slick and get rid of that rough, frayed feelin? Somebody suggested rub a glass on in but that doesn't seem to be working. Any suggestions are much appreciated.

Since you have no lathe...your options are limited. Your best bet may be to fold up a good sized piece of wax paper.....fold it with the wax side out. Then wrap it around your linen wrap and rub like crazy....rub very fast & somewhat firm until you feel it heating up pretty well. This will melt & transfer a bit of the wax and also burnish down the linen fuzzies that are making it feel rough. Refold your wax paper with a fresh side out and repeat. Continue until you are satisfied. Don't worry about hitting the clear on the cue either....the wax paper is harmless & any residue left on the clearcoat can be easily removed with a rag dampened with warm water. This should make you happy enough until you can get some fresh linen installed. 
Shipping your butt to a competent cue repairmain/ cuemaker is low cost with USPS Priority Mail, even with some insurance. If you coordinate it with the person doing the rewrap, this is a job that could be turned around in a few days time. That way you don't have to ham and egg it and you might win more of your one on one tourneys! Your avatar photo suggests you could probably bankroll a new wrap...
