I was honored to be a Huebler Dealer for many years. Mr. Paul Huebler made as fine as a cue back then as anyone. Usually the shafts were a strong 13 mm and the stainless steel joint cues were fairly stiff, but, not as much as the old Schons or Joss Cues. However, in my opinion, stiffer than the Meucci's of course and Mcdemott's. I sold on average about 30 a year for close to 20 years and never had a problem with a single cue other than a batch of early jump break cues where the joint was slipping. Paul replaced them all. The cue your referring to is out of the " Custom Shop Cues" and was known as the # 475. I may be way off my rocker, but, I thought a recent conversation came up on one of these not to long ago that I was part of and if I remember correctly, only a couple are known to exist that people are aware of. Should be a really hard find.
