I have a rules question.

Ok, the game is 9 ball, so ball in hand applies. The cue ball strikes a ball, hopes up into the air and lands on the rail, on the cloth and stays. It doesn't roll or bounce off, but it is up on the rail on the green (cloth). What happens? Is it a foul given ball in hand or is it played as it lies as it would in golf?

Now if it plays as it lies on top of the rail, is it OK to put it there with ball in hand. What happened is the 4 and 8 ball were in jaws of the pocket, and there was no way of hitting the 4 ball. The other player gave up ball in hand, and the player placed the cue ball on the rail (the green cloth) and shot it onto the top of the 4 ball, pocketed it and continued to run the balls (and he won that game with that move). Is it legal or not. I not only want the rules rule (BCA type rules) but also the opinions of the players on the board.

For World Standardize Rules,

Rule 3.28

BALLS JUMPED OFF TABLE
Balls coming to rest other than on the bed of the table after a stroke (on the cushion top, rail surface, floor, etc are considered jumped balls..)

..... In all pocket billiard games, when a stroke results in the cue ball or any object ball being a jumped ball off the table, the stroke is a foul.

This SHOULD be a foul, but according to the new rules, you can use a 9 iron to loft this ball into the cup. Er, I mean the pocket.

A ball not on the bed of the table is not in play. It's the same as a ball on the floor.

If you hit one up there it is a foul and you cannot shoot the cue ball from the top of the rail.

No exceptions that I know of.
