Send a PM to cueaddicts, he seems to sell Gilbert J/B cues quite a bit and should be able to tell you what a good value would be for one. He had some fancier ones for sale for $650 that I found by a search in the For Sale section.
 
I would think 300-400 is the price range on a used Gilbert J/B in nice condition. Start going down in price for chips, rolls, and other imperfections. For that exact cue, 300.00 is where my money is.
 
Thank you all for the help. It would be a lot easier if he wanted a new new one. He wants one from the year 1999 and that looks like the picture.
