If thats a Mike Stacey I would be surprised. I cant remember seeing any of his cues with that pin and the points and buttsleeve are different than most of his cues. Not saying it couldnt be a Stacey but a friend of mine has a Carmeli that is similar in style. It has no inlays in the buttsleeve but the short and long points are close to the same length.

There's a very good possibility, IMO, it was made by Rick Howard.

Possible but very low percentage. Unless someone specifically asked for that pin he uses a 3/8x11 in most all his cues.
