Right now I would venture it's hard to dispute that Florida is the pool capitol of the world.

The amount of top flight players that have moved within about 50 miles of each other is absolutely phenomenal.

Rodney Morris, Earl Strickland, Mike Sigel, Nick Varner, Buddy Hall, Robb Saez, Charlie Williams, Johnny Archer, Thorsten Hohman, Tony Crosby.

I'm sure I have left out a ton of guys, but that's where all the big guns are right now.
 
The Philippines is the capital of the pool world. Not only do they have so many great players, but pool is very deeply embedded in their culture.
 
What's the criteria? If it's the place where a lot of pro pool players live, then it can be any area in the world where pool is played with any frequency. US, Canada, Taiwan, Japan, Germany, Netherlands, Korea, the Philippines, etc. all have such cities. I think it should be based on it's level of importance to the pool world. Maybe someplace like probably Derby City or something much more historically important (help me out here)?

that'll all change. players are notorious for moving around. if they get a good tour going in ames, iowa,,,that's where they'll go.
 
The criteria is not necessarily where billiard is deeply cultured, but where it is most popular by the entire population, all together with the best players representing that community
 
Shanghai has to be rated pretty highly for a single city, despite the depth of tournament players.

It's residents include:
Pan Xiao Ting - WPA Women's Ranked no.4
Zhou Meng Meng - WPA Women's Ranked no.11
Ding Jun Hui - World Snooker Rank no.27 with a bullet.

Each of their families operates billiard clubs in Shanghai.
