I had an offer to buy a custom cue with inlays. When I run my hand over the forearm, it doesn't feel completely smooth. Some inlays are perfectly aligned and some are raised. Is this normal?

If the inlays are metal they will expand and contract different than wood. Normally other inlays should be flush but if the cue is subjected to extreme temperature changes the different materials will expand and contract at different rates and you will feel them. That is why you should not keep the cue in the trunk of your car. I don't know how this is avoided when shipped because they will be subjected to a wide range of temperatures.
Over a period of time, many cues will experience this if they were not finished properly with adequate curing time between coats, sanding, and buffing. Humidity also can cause this. It has to do with the inlays, the glue, and the finish expanding and contracting at different rates. Most of the time , it's just in the finish where it's pushed up at the inlays edges.
Your fingers are very sensitive to this and can feel something as thin as a human hair. Most of the time, these edges can be polished out by a cue maker. At worst it's a refinish - no big deal.

I got a cue the other day from the post office. It was from Alaska and had these same very issues? But after a week in my room it all became the same level 
Its a good thing too, since I gave it to my brother for his birthday.
