what's the story behind this Brunswick decal?

Is it from a Willie Hoppe titlist cue? What's the year of make? It's totally different from the regular green titlist decal.

Thanks,

That is a titlist decal, Brunswick changed from the blue label in 1960 to a green and white label and then in the 70's they may have switched to the black. I think they also changed who made their blanks also about then.
Here is a great site to check out.

how much are they worth

Great website!
So how much is a 2-pc willie hoppe in good condition?
Does it meet the modern requirements of a good pool cue?

Yes, this label is from a Titlist. The 'B' with the crown inside was introduced by Brunswick in '61, so nothing with this logo is from earlier than that. However, this label series is from the early '70s after Brunswick had outsourced production of the Titlist cues.
