Is it the top or bottom?
The problem is that this latch is no longer made in exactly this way that I can find.
Mike Roberts, the maker of It's George cases is making cases again. I believe that he is closely tied to Omega Billiards and Mike Gulyassy. Either of those two should be able to help you see if Mike is willing or able to repair this case.
If not then you can order similar latches from Ohio Travel Bag.
The upper part of the latch is easy enough to do but the lower part is not.
This is because the interior tube is glued in and the rivets are attached to the exterior tube. What you will need to do is detach the lining and drill out the old rivets clear through both tube walls. Then you will need to rivet the lower half of the latch on through into the cavity that holds the cues. You will need some sort of an anvil or metal bar that you can slip the end of the case over in order to insure that the back of the rivets are perfectly flat and do not protrude into the cue compartment. Otherwise you will damage your cues.
Once that's done you will need to reglue the lining.
Alternatively if you just want a functioning case and don't much care about the appearance then you can take off the old latch and replace it with something like the one below. I used this latch on the GTF cases to solve the problem of replacing them on this style of case. This latch attaches with screws and installs in just a few minutes. I don't know if Ohio Travel Bag carried similar ones but if not then you can always send an email to the folks at GTF and ask them if they would sell you one.

If you go this route then you only need to file off the tips of the screws in the lid AFTER you put the latch on. Don't do it before hand or you will ruin the screws and they won't get a good grip in the plastic. You don't need to worry about the screw tips on the lower part of the case as they are not long enough to go through both walls. Good luck with the repair.
