What exactly can these be made out of? I just know of fibra, phenolic, and pvc, but I do not know the characteristics of each one. Is there any reason to pick one over the other? I'm trying to get a custom cue right now, and I'm trying to decide which one to get. I just know I want it black in color, so I don't think I can get one in ivory.

If you want black consider black water buffalo horn. I have used it quite a bit and it looks great and hits like phenolic.
Have used it some for ferrules but do not know for sure what the "hit" characteristics are as compared to other ferrule materials.

I buy entire horns & cut out the areas I want to use, usually discarding the rest because of cracks. It gets expensive but not like ivory. It's a nice animal horn that comes in black, so it opens lots of options for design. The hit & feel is nice & natural. Can be a pain to finish because of it's porosity & hair fiber nature. I like it as ferrules but don't like black ferrules so I don't use it. It's softer than melamine but juices the ball well.
Buffalo Horn does not often have any cracks. What some think is a crack it the white character line that runs through a lot of the black horn. I have had almost zero complaints on Buffalo Horn butt plates, joints, ferrules and inlay slabs and have been selling it for many years. I have been asked about the white inner line but that is about it. Buffalo horn holds up well, polishes nice and gives a little extra classy touch over ebony or phenolic.
I.ve used it for years and my biggest complaint would be that the outside edge of the joint is slightly translucent and is easier to damage than phenolic.
As far as the original question about fiber, PVC, and phenolic, I would never use the fiber or PVC.
