XPLAYHARDX, first let me say welcome to AZ...
To answer your questions, you first need to pick a number and read the initial post on page one. That explains that payments are made in the form of a money order mailed to me after the spots are very close to being completely filled. As for your question about who can run a raffle, if you don't have any iTraders and are relatively new to AZ you might find it difficult to run a raffle due to the fact that you are new here and haven't proven yourself to be trustworthy. I'm not saying you aren't, but there have been people who have been ripped off here unfortunately. So, if you would like to participate in this raffle just request your number(s).
