Needless to say she shot one of her balls into one of her opponents without using the cue ball. About half the balls on the table moved and they called the league operator over for a ruling and he said " just put them all back where you think they were ". I thought to myself what a joke. But, the spirit of your post is correct - the 23 rule helps ensure that as people improve, teams split up and (hopefully, for them) form new teams and bring in new players to fill the gaps.

If they had a 25 rule, this would not happen near as much. It looks la lot like a pyramid scheme to me. A 25 rule would probably accomplish this too, and actually make it possible to keep a team together for a long time.
