How is pool ever going to advance if the police keep being sooo moralistic in deciding who to approve for a liquor license?

The Police Department recommends disapproval of this liquor license application for the following reasons:
— The applicant has the following criminal background:
In 1989 Elias Chapa was arrested for 1st degree murder. During the incident, Elias and his brother Jose, in response to an unpaid drug transaction, drive the victim to the desert outside of Higley, AZ, where Elias shot the victim two times in the head with a single shot shotgun. The victim was then dragged out of the way so that Elias and Jose could drive away. Elias, following the shooting, dismantled the gun and disposed of it so that if could never be located and used as evidence.
In 2004, Elias Chapa was arrested and cited for Assaulting two bouncers at a bar, after they advised him he could not enter the bar as his clothing did not meet their dress code requirements.
October 2005, Elias was contacted by police following an incident at the Boomerang bar, a bar in the Maryvale area with its own history of drug and violent crime problems and claimed membership in the Brown Pride street gang.
— The applicant is not qualified to hold a liquor license due to:
Chapa has bad moral character based on his criminal history. Additionally, Chapa lacks experience running a liquor establishment. The Hot Shots Billiards has historically been a problematic liquor establishment. For a series of years, numerous reports of acts of violence involving patrons, including robberies, parking lot shootings, fights, and other crimes have occurred at the bar, or in the parking lot or the adjacent area. These facts are evidenced by the 9% increase in overall crime statistics for the area over the past 6 months. The statistics, taken from a √ mile square area surrounding 2929 N 16th Street, reflect the following increases in crime: Aggravated Assault +3%, Auto Theft +6%, Violent Crimes +2%. The increases in violent crime in the area, coupled with the well-known criminal history of the establishment do not reflect well with Chapa’s own criminal background, and lack of experience running a liquor establishment.
— The applicant has failed to make a full financial disclosure:
In both the liquor application and the city questionnaire, Chapa, failed to disclose complete financial indebtedness for the business and property. Chapa only disclosed that he is indebted $218,000 to the previous owner; he did not disclose an additional $1,070,000 for the purchase of the physical property which includes the lot and building. The near million dollar loan for the physical property required a down payment or earnest deposit in the amount of $112,000. No information was provided as to the whereabouts or source of that money. That amount is more than 50% of the cost for the purchase of the liquor license.

Chapa owns another business, Chapa’s Pits, which is a breeding kennel for Pit Bulls he operates from his home. On 7/25/06 Chapa was contacted by the Arizona Humane Society for operating a kennel illegally. Of the 60 dogs on the property, 32 were confiscated by the Humane Society. Chapa had no permits for operating the kennel and was neglectful of those dogs in his care. Numerous dogs were kept without water or were injured and uncared for. These business practices do not reflect well on Chapa’s ability to operate a bar in the highly regulated liquor industry.
