You should be able to play anytime you want. Damn shame...well, maybe just a damn.
 
In the US I think 4 ball carom is played more than straight rail -- I've seen a lot of 'korean' 4 ball being played but I can hardly ever remember seeing anyone playing straight rail.

So in this time and place usually seems correct
