The pool world might learn a lot from how 3-C World Cups are organized. Any local player can enter the event and the top 16 or so in the world are seeded into the final 32 and have travel and accommodations paid for. While they may not make a lot of money, at least they don't lose any. Of course that requires a well-established ranking system. See the above site for how ranking is done.
