Are you trying to make pictures smaller for posting here? Or another purpose?
The Photos app built into the system has the option under file>export where you can change the pixel count of one photo or a bunch at a time. If doing it to post here, 500 horizontal pixels works great.
Adobe Creative Cloud for Photographers is $10 per month. You get full versions of Adobe Lightroom and Photoshop. Lightroom is the standard for photo editing. Also checkout Apple Photos. It’s a great way to start out.

This^^^ try opening Preview, then click on Open, select the pic from
the drop down, your pic will open.. then there will be some basic
editing tools, including resizing.
if taking with an iphone, i use the mac mail and send it to myself. There is a file size compression you can use to get it under the 200k requirement on this site
