Of course Mark is a great instructor and it’s hard to not agree with anything that he says
But would he ever say that using gearing sidespin (English,) for example, to minimize cut induced throw should never be used to help you make a ball?
That’s one example I could think of where I would use English to help me make a ball

things need to be in context. This does not look like an instructional video, but more a private lesson that someone took a video.
By the questions that he was asked, I can assume that these guys are at a really beginers stage, so it's not the right time to talk about cut induced throw. On most shots it isn't much of an issue, either the players hit the ball hard enough to eliminate cut induced throw or the OB is close enough to the pocket that it takes the ball anyway, especially with wide pockets larger than 4.5"

That isn't a case where one "has" to use it. That is also a case where it can become a crutch that affects one's sense of aim and reduces the development of one's abilities. People should learn how to make shots without sidespin so they can develop a much better sense of cue ball control and the effects sidespin has when it actually is incorporated for position play.

My nit-pick about the video was going to be something that happens to me too frequently, which is I come up just short on a ball so there is a blocker. I want to cut a ball into a pocket but the direct-line available would plunk it right into the point of the pocket. A little outside will throw it just enough to still go, however. But that is nit-picking. I think his general advice is true and very helpful to developing players.

Can’t believe you would say that about your slate brothers! I would have responded earlier but my mistress, the minister’s wife, hid my phone .. pissed off cause I broke her crack pipe! I told her to just take some money from the offering plate on Sunday and buy another one … gotta figure out everything for these people.
Then my wife called saying that her and the kids have nothing to eat when I just spent 10% of my beer and pool money on a month’s supply of Ramen noodles! Damn whiners!

That is bad logic. You claim one side and then ignore that possibility for the other side

A player who learns centerball and wants to incorporate side spin is no more or less likely to be stuck on the 1st option than a player who learns side spin and wants to use centerball.

They are the same in that respect.

There my be times you need to use spin to pocket a ball, for example when there is a ball obstructing your path and you cant hit the OB thin enough. On the other hand who has not seen someone using spin on a straight in shot even when the QB doesn't hit a rail after contact? What is the purpose? I'm guessing its shots like that that Mark was referencing.
 
People should learn how to make balls without sidespin first then slowly add it in as they gain experience. Otherwise, sidespin can be a crutch that actually limits player development (ie, I can only make this shot with outside because that's all I've ever done).
Agreed. To a new player i would advise to learn on the center axis of the cue ball. Get proficient with your stroke and fundamentals. Then start exploring english, because at that point you would truly understand how spin affects the cue ball/object balls.

He had just got home from Denny's after playing all night to get his room rent. That's what kind of player Larry is. (Anyone who has not ended up at Denny's after an all night session -- well, until 5AM -- has led a very sheltered life. You don't ever go to Denny's -- you end up at Denny's.)

As for using outside to help the ball in, I think that technique is less useful with the new chalks that keep the cue ball cleaner. Mike Sigel was a strong advocate of outside when possible, but he learned on the road under varying conditions. If skids are a problem for you in general or on a shot in particular or on a dirty table, outside is going to let you play the shot with more confidence.
