No, not Steve Cook. It's someone who doesn't always use his real name, so I'll leave him nameless here. He was the guy who brought the mini-skirted young lady to a match he played, as mentioned in this article on sharks and scams:

As for Ted, who steps off angles with his hand in Mountain View, I suspect that if someone worked at it for a week with good tools, he could learn to estimate angles within two degrees without measuring by hand. I doubt that the hand method gets more than 2-degree accuracy, and that's not close enough.
