Is there a standard way everyone measures balance point? Can someone please explain how they do it? Do you typically measure just the butt or the whole cue with the shaft screwed on?

It is measured with the shaft on the butt. I just balance it on my finger and then measure the distance from the butt (not including the bumper) to my finger. Typically between 18.5 and 19.5 inches.

Never has been a standard balance point, but like posted above, that's the correct way, as far as who does what, each cuemaker has his own ideas of where it should be. We all do it differantly.

Why not the bumper? Do you often play without the bumper? Some bumper types weigh more than others so, conceivably, could change the balance slightly. I'm just being picky.

I do it the same way and use a tailor's tape to measure.

Dick, I balance it with the bumper on but measure it without. Just the way I do it.
 
I measure legnth not including bumper and tip but I balance with both. If they're on there when being played they should count.
