I used to make my own, and they worked pretty good. Elk Master tips are scrap, ground-up leather mixed with blue chalk and pressed into a tip...that's why they are so cheap. I soaked mine in half & half for around 3 days and then pressed with a homemade press for 4-5 days, tightening each day. The theory is that the lactic acid from milk products forms a "glue" as it drys that bonds the ground-up pieces of leather in a much stronger way, makes the tip harder, but the grain of the leather provides a softer hit. There's many formulas...whole milk, half & half, 2%, skim, buttermilk, tequila, scotch, beer, urine, etc...and also Triangle tips are sometimes used. I'd like to try virgin breast milk for my next batch, but is really hard to find, and I may have to use goat's milk if I can catch one.
