Snooker is the same as 9 ball. It has one event where it's accepted (snooker shootout/Mosconi) and it's not accepted at any other events

I'm not aware of any pool event in the US where shouting is acceptable... except the MC.

It's just not part of the game's history or culture. But if MR thinks it's so great maybe it can start happening at snooker events too.
