I found a little on google books.It was reserved for our own country however to perfect the machinery of the game of Billiards and reduce its manipulations to practical science This reformation has been effected during fifteen years just past by a few talented individuals the master spirit of whom was and still is Michael Phelan Esq of New York City who has devoted an active lifetime to the game and whose exertions either as superior demonstrator as an inventor and manufacturer or in any capacity connected with the progress and improvement of the game gained him a reputation not confined to this country but extending nearly every portion of the civilized world No higher compliment can be paid to Mr Phelan than the of the fact that his standard work The Gams op Billiards the universally acknowledged authority and that the American Congress which met in this city in June 1863 and was composed all the prominent professional players in the United States among expressions in their favor unanimously resolved That only &Collender's four pocket Standard American Billiard should be used in all future contests for the championship And farther these tables are now in use in all the prominent club rooms hotels billiard saloons and in hundreds of private residences throughout.
