My Pool Hall's new handicap/rating system

Question: Once you've established rankings, then what? How do you convert these rankings into viable handicaps for the weaker players?
 
Certainly an interesting concept. It appears to be more like straight pool scoring. Also, defensive shots seem to only be for the "breaking" player to defend from points being scored. Whereas the non-breaking player would opt for ball count. I think the system would be better for 9-ball than 8-ball.
