I perfectly agree with the just above commenter makism, that there is NO perfect cue. It is all about what fits into your hand. (It is funny, I also dig Layani cues a LOT. I love them)
Having said that, there are some proper set traditions that will assist a player in 3C.
Length, shaft can be anywhere from 69 to 72cm, usually taller the player, prefers a taller shaft.
As for balance, this is one of the main differences between a pool and 3C cue. 3C cue has to have a front balance. So, just like a hammer, works much better with heavy english shots. And the l'image (I do not know the word in English, but it is where you set the shaft, whether "on" your fingers or between the fingers) has to be between fingers in order to control the front bal. cue. Just like pool players are more adapt to setting the cue shaft on thumb and pointing finger.
The tip, I like 11.7-11.8 mm (sorry, I do not know in American measuring system) The smaller the tip, more spin you get. Bigger the tip, more power. I try to get the best of both worlds by my choice. Almost all pros go with 12mm tips, but there are exceptions, such as Dick Jaspers, who also prefers 11.7. Anywhere up to 11mm is usually for carambole (no rail) discipline.
Length of ferrule and diameter of butt: Sorry I cant be of help. I am not a cuemaker. But all my cues come with cerocite ferrule or cbr longoni ferrules (these are short ferrules, not like long pool type)
Taper of cue: See, this is one more thing that we do not have tons of choices to choose from here, unlike U.S buyers who like to customize everything lol. But I can say, our shafts look like "Eiffel tower"
Type of joint: This is something again completely up to the player. Some players like "wood kissing wood"

meaning wood joints. Force shots are forced only when you force the cue, I dont know if that makes sense. It plays soft. Some players play with metal joints. This helps put the balance in front for that favored 3C balance. I have both wood and Adam's double joint cues. Both are the most preferred joints here. I also would love to try how Layani's conical joint hits/feels.
Grip: I like something called Renzline. It is like suede. Also rubber works too, but expensive cues wont go well with rubber ones.
I hope I was able to be of help, Mr "3 Cushion"
And as for the best part, about your challenge for REAL MONEY (money highlighted and in high caps) LMAO....HAHAHAHA..Thank you for the offer. If you were around, I would gladly but gladly accept the challenge

Seriously!
As for my name, I apologize but I dont have a cool name like yours, Mr. 3 Cushion hahahahha. I am just your average player (average in the sense of average among the players I play with) I made a joke in another thread pretending my name to be my fav player, Murat Naci Coklu, just for the purpose to see how many people here will recognize this name. (If I called myself to be Mike Massey, Ceulemans or Saygıner, people would know right away) and almost no one figured that, Murat Coklu is a world renowned 3C player! (2005 I believe, world champion. 2010 world team champion) Mr. Dieckman thought Murat Çoklu is a short and bald man from a 1996 Sang Lee tournament. No, Mr. Dickman. Murat is neither bald nor short. This shows how little Mr. Dieckman knows about the world traveling pros (It is as stupid as a tennis coach not recognizing the name Nadal)
So conclusively, not everyone has to have a cool name like "Mr. 3 Cushion"
