There is no snooker cue shaft supplier in the uk although no doubt you could approach peradon, cue craft, mastercraft and a few others and work out a deal with them to supply you but there isn't a part made cue market here at all. Cue makers buy their predominantly ash from timber suppliers usually in board form and make their own shafts from such.
Only exception to that I know of is myself, my cuemaker and i googled googled and googled for days till we found a timber merchants who stocked swiss steamed pearwood and asked them nicely to sort out a 60" dowl suitable for a cue. It cost £30 or thereabouts and they supply ash and maple as dowells too.

I can dig out the address and website for you if you want but if your in the USA it seems pointless.
 
A local cuemaker might be willing to make you a custom snooker shaft (or maybe a "snooker-like" shaft): 10mm tip, straight taper, etc.

Schuler offers a snooker shaft for their cues. It's not cheap, and you need a Schuler cue or a cue with a Schuler joint. I'm not sure what other cues may offer pool, carom, and snooker shafts for the same joint.

You might manage to get a decent snooker cue without going bust. Wity and others could help you with that. If you're willing to spend two hundred bucks or more, I'd say just buy a whole snooker cue.
