Number of players at Louisiana events

Wouldn't they just add 6 byes and play it on a 32 player chart, so it is down to the final 32?

I know its rather semantics, but could it be considered 32 by that standard or you have to start with 32?

So even if this tournament had been carrying Mosconi Cup points then they would not have met Matchroom criteria necause they only award points for players who play a match to get to the Last32.
So the event would have been disqualified.
