I'll echo this and in my personal opinion I like the way they look despite the lower value on these cues.I'm guessing it is a Brunswick Personal model, and from the 70's. It was either made by Schmelke or a company in Japan for Brunswick. Still a good cue, just not a great cue.
I'd put a value of about $150. They just are not as collectible like the Titlists, Willie Hoppe's, Master Strokes, etc. cues of the early to mid 1950's.
So, get it refinished for a $150 and you got yourself a decent cue from the 70's.
Who knows, in another 30 years, it could be worth something !!!
