It's tied 7-7 and one player hangs the last ball in his jaws.Is it game over or can the other player follow it in and spot 2?

follow it in and spot that one, plus one of his own.. he can also just slam the ball in and have the cue ball jump off of the table... either way works.. or if he can take it out miraculously (as has happened to me WAY too many times) that works too.. it's not over until the last ball needed is MADE and the cue ball stops..
 
P.S; in my world, when it's tied 7-7, I need one and the guy still needs a few because he's spotting me 10-8 or something like that. That's on the rare occasion where they actually make me go to 8.

You can do it at any time... here is how it works... if you ever scratch - you owe a ball.. you know that, foul / scratch = owe ball..

if you pocket a ball in your hole, and follow it in - you spot that ball you made up, and you still owe one (because you fouled). ANY ball you make when you scratch is automatically null and should be spotted... the only exeption is... if you make a table foul (double-hit, push shot, etc) and pocket a ball in your opponents pocket - it DOES count for them... but not if you just fling the cue-ball off the table when you make their ball, or if you scratch...

I find it easier to just jump the cue ball off the table after making his ball. Too many times I've failed to follow it in and I just looked stupid:)

what he said. if i slam it as hard i'm almost guaranteed to go off the table and i've failed to follow balls in at times

Flying your rock off the table is too easy. I like to challenge myself by flying both cue ball and object ball off the table. Cue ball usually hits the one hot chick in the corner.

Please learn to follow it in.
You look worse when you blast it off the table when you don't need to.
 
Yeha, but every once in awhile the object ball will hit the back of the pocket and land on the table. then what cowboy? Your opponent now has two balls to freely shoot at his hole.

Just a little note, when you are on the receiving end of this deal, and you now have the cue behind the head string and two balls spotted, try this:

Place the cue ball right at the head string and about 3 balls over away from your pocket. Now shoot the first ball full in the face with some draw. Practice your speed, you are attempting to possibly make one or both, but with speed control you can leave them by your hole a lot of times...
 
I always warn anyone/everyone if I am going to fire the cue ball off the table, I don't want anyone getting hurt. If the cue ball is more than two feet away from the object ball, I am sorry, but HEADS UP!!
