What is foul? What foul constitutes owing a ball? What leads to placing balls back on table on or near spot?

At one pocket, any foul costs you a ball (which is spotted) and no ball made for you on the shot counts for you. If you don't have any balls, you owe the penalty ball and have to spot it when you score one.

The fouls are the usual fouls at pool.
 
The ones that come up most often in 1P are scratching of course, and not getting a rail after contacting an OB, either with the OB or CB.
