One pocket question?

Player A is giving Player B 9-6. Player B runs 5 and misses before player A has made a ball.
Player A comes to the table and runs 8 and is left with a combo that results in both balls being pocketed.

Player B says he won because the combo resulted in one of the balls going into his pocket before the other ball fell into Player A's pocket.

Both have reached their agreed to scores. Who is the winner?
 
Shooter wins, it doesnt matter what happens afterward unless there is a scratch or foul.

Player B's score does not increase until the end of the inning. If Player A wins before then, B's ball is moot.
