Paypal Chargeback Scam Hongkong

Hi Guys,

I wanted to give you all a heads up and ask for help at the same time.
Back in March I sold two cues and some other items to Luis Duong in Hong Kong in two seperate sales.
He received (confirmed thru email) the first package.
I never heard a word about the second shipment until I just got a call from paypal
that a chargeback had been initiated thru the creditcard company.

I tried to call the number Luis had given me, but the number does not work.
Off course I have also sent him an email but no answer yet (I just sent though).

I know there was a similar situation with juri_b and several Hong Kong members were able to help out.
I am going to contact the two members from Hong Kong I have done business with to ask for help.

gr. Dave

This is why it's so difficult to deal with places overseas. Sorry about your loss. Hopefully this clown falls off his bicycle and impales himself one of your cues.

There are TWO types of Sellers who take PayPal ...

Those who HAVE been screwed and those who WILL be screwed ...

Sorry to hear about the trouble Dave. If there is anything I can do to help please let me know.

Please keep us informed on how things go.

There are some good people in this forum and we need to help each other out in times like these.

Hi,

No he is not. Not that I know anyway.
I have a website (in my signature) where I sell cues and other billiard related products.

It seems he may live in mainlaind China and not Hong Kong (he did send me
Hong Kong as the nation he lives in).
Either way, right now it's not looking good.
I did take almost all my money out of the paypal account for now.

Thanks for all the support so far.

You and me both (though I've never been screwed over in a deal by an AZer:thumbup:).

I see. Sorry to hear about that. Considering it's a business, perhaps you can talk to paypal and/or the credit card company. Hope it all ends right.

Due diligence should be done before dealing with overseas buyer. Note that not all overseas buyer are scammers. There are upfront people on this forum that are from overseas. Scammers don't have nationalities.

I have done deals with people on here on behalf of friends. I haven't been screwed yet as a buyer and/or seller. I have no intention of screwing anyone.

I do the following checks:

Paypal Email, does it match communication Email?
Person's Name, does it match his Name given to you?
Paypal Address, does it match Shipping Address?
Can someone in the forum vouch for him?
When it sounds fishy, think twice, even more...
When shipping, must be Tracked and Signed.

Ask people around here that is from that country. There will be someone in AZB that lives in that country. I've asked a couple of people here to identify certain people who wants to deal with me. The pool world is a small community, someone will know someone.

If in doubt, require them to pay via Western Union.

Dave, If you don't mind, please post the Person's Info(Fullname, Address, Email, Phone Number, etc), Person's Paypal Invoice and Shipping Declaration.

Hi,

As much as I would like to, I don't feel I can do that.
I will pm you the info if you think it's helpful.
I will also be going to the police in the morning to file a report.
One of my forum friends told me paypal does NOT want to deal
with the police and that may just help them decide in whos favor
to rule.

I like your description of Paypal. I've been screwed by them and I have friends who've been shafted also. I hate dealing with them, but you almost have to have an account to do business on ebay.
