Bottom line is, particularly for tournament play, the players that are just too worried about it won’t show up or play. Those that do choose to play trust that their fellow players are virus free and will not spread the virus.
Of course obvious measures can be taken, such as not shaking hands before or after your match. However, anything else like each player having / using a separate cue ball, or a separate person, with gloves, handling and racking the balls are just not feasibly possible to incorporate in to multiple matches at the same time.
As far as play outside of tournaments, obviously players will choose to play with people they feel comfortable with. The wiping down of a set of balls, ball tray, ball rack, table cloth surface, table rail tops, pocket bottoms, bridge stick, cue sticks, etc used between each set of patrons on a table is going to have to be done by the patrons themselves if they feel a need to so. The pool room could provide the necessary wipes, etc for the customer. I don’t think it’s realistic to expect that the employees / waitstaff will have the time to be able do that on top of their other normal tasks serving customers food / drink and thoroughly cleaning / sanitizing those areas between customers.
