I this game, the paper rack actually was deciding for the outcome. After a safety battle, the taiwanese guy made the one ball, the white came one rail and slightly nudged the three ball.
But because of the paper template / rack / whatever - the three ball fell back into its hole and was no longer makeable in the corner
The player then made the two ball and caromed the 10ball instead..
Using these templates will only encourage the soft break - players will figure out which speed they need to use to make the ball behind the one-ball fall into the center pocket.
10 ball with the current rules are fine, its unpredictable. When you have referees, they should rack with the triangle - you should be able to check the rack once and then you have to break.
If you dont have referees, it should be rack your own, and perhaps a pre-determined position for the 2 and the 3. No soft breaks allowed, TD's discretion to decide what is soft break.
