With all the controversy about pattern racking, this may solve some of the problem. Rack 10 ball and after the break remove the lowest numbered ball on the table. Then continue to play.

"ok guys, how about we rack 8-ball, now after the break we have the players take a deck of cards that are marked up with the number of the balls 1-15, the player who did not break picks a card, the ball on the card can be removed but only if the breaker is not wearing a shirt the color of that ball, in which case the breaker is allowed to pick 2 cards and remove both of those balls, but only if those 2 balls cannot be added together to a multiple of the age of the other player....."
