I'm trying to design my next cue. What are these kind of points called? I have seen 3 up 3 down, staggered and what not but the lower points in this particular cue are higher and closer to the higher points than I normally see. I really like this style. I just wonna know how to explain them to the maker :) Thanks!

3 high, 3 low. Specify where you want them meet and where you want them to end, If the cuemaker is worth his salt, he should be able to pull it off. With v-points, it will be tough to get them exact, but within 1/4 inch or so should be no problem.

They are typically called shadow points or backing points. This is usually about $100 additional for this style. Just tell the cuemaker what height you want them when you order it. Generally I think they are about 3/4 length points.
 
This Andy Gilbert is on cueaddicts.com and has the same type of points you are asking about.

Here is the description they use:
Fancy eight point with veneers – 8 ebony points (4 long and 4 short) with veneers (red/maple/red/black) on the long points into a beautiful piece of bird’s eye maple
