Can light scratches not chips be polished out by hand. If so what do you use.

Yes...possibly. Any number of automotive products should work. I would try first a "cleaner" type wax...then a polish/finish wax. May take awhile & several attempts by hand. Mothers & Meguiars offer fine products that should work by hand.

Seriously, As KV suggested a cleaner wax or a swirl remover is what I would use first then apply polish. works for me.
