Pool Ball Marker ID

I found this set and bought it for a few bucks for the ball marker (left). It came with a second piece and I can't tell what it's used for. Here's a photo. The one on the left works to mark ball that may be on the magic rack or if a ball needs to be cleaned. The piece on the right is the mystery gizmo. Please help identify.
Thanks, David

You know the rule where if your opponent leaves you frozen to the rail, you are allowed to move the ball a couple inches off the rail? Maybe this is for measuring that distance. This way we can do it like the professionals and not measure with our cues like an amateur.

Just a guess, not sure on that.

Whoa there, this is a very technical rule, it's not "a couple of inches", everyone knows it's the butt width of the cue. It's in the section when if you hit 3 banks or walls it's not a foul if you miss every ball on the table.
