I want to have Simonis 860 cloth installed on my 8' table and I am curious what can I expect to spend to have somone order and put cloth on for me?

Amazon, Pool Dawg and Ozone all sell 8' Simonis 860 for $255. As for installing it, I'd say $200-300. I'm not a mechanic, but a guy quoted me $200 just for the labor (I already had the cloth) for my old 8' table.

This could get interesting, what is believed to be a fair markup?

I think that really depends whether you're a retailer or a serviceman. A retailer obviously needs to profit on the sale of the cloth whereas the mechanic can call it materials used to perform the labor he's getting paid for. It's like anything else though...your cost will depend somewhat on quantity you order. Your margin will be affected by your cost and the going market price. Fair markup won't be the same for every situation.

You should try to contact someone near you to do the work. Pricing does tend to be regional. Price around and try to get an idea of their experience. Keep in mind also that if you order a cut of cloth and there's a problem with it, you're dealing with wherever you bought the cloth, and most likely returning it and then reordering a new piece if they will even take it back. If you have a mechanic supply the materials, they are responsible for the quality of the material they're using. It may or may not speed up that process if there's a problem, depending on whether they stock more, but it takes it out of your hands.
