I like the use of the term "silver break" to denote a break that results in a good shot on the lowest numbered ball and a layout in which no balls are tied up. Understood in this manner, for the breaker, the "silver break" is the next best thing to a "golden break."
The term "silver break" is no more arbitrary than the term "golden break" and I think there's room for this new terminology.
