Just about anyone else, I would not trust them with a wrapped cue after several obnoxious incidents reported here, Facebook, and personal experience
Pick a top cue maker willing to take on a refinish.

How about Bob Frey? There's a good chance he made it.

Ignore the entitled they haven't earned respect
I think Bob Owen might do it. He refinished one of his shurtz for me not long ago 3 week turn around. Worth checking and his work is amazing.

I actually had Scott at Proficient Billiards refinish a Tim Scruggs Hoppe model for me several years ago. Scott Sherbine is my go-to finish guy.

No idea if Bob is retired or not, but he did a total refinish, rewrap, and shaft restoration on my Scruggs about 4-5 years ago, and his work is flawless.
