Clean the ferrule with 0000 wire wool yeah but it'll not burnish the tips sides which you ought to to help stop it mushrooming. For that try brown paper or smooth leather ie: a belt or some cardboard.
 
Are there any laminated tips that work for snooker or the smaller 1-7/8 cue ball?
It seems here that every one uses Elkmaster,BlueDiamond etc type tips.

I know that both Talisman and Kamui make 11/10mm tips for snooker cues.
