What ruleset? In APA, the ball gets spotted after the shot is finished, no foul. If you pocket an object ball legally, you continue shooting as is. If you just jump a ball off the table and don't pocket anything, you lose your turn, the ball spots.

If you foul a ball off the table, it is marked dead and does not spot.

But to answer your question directly.... It is always a foul to send an object ball off the table. (This didn't used to be the case.) Also, nothing ever spots except the nine ball, so a ball onto the floor is usually just put down. Since it is a foul, the incoming player gets ball in hand. In the second case you state, it's the same unless the pocketed ball was a money ball other than the nine or a spotted ball in a game that is handicapped.
